GOPC, Lincoln Institute Release New Report on Equitable Development in Smaller Legacy Cities

The report outline seven strategies, illustrated with a diverse set of case studies, that can lay the groundwork for a city’s equitable development agenda. Strategies are tailored to the unique challenges of these small to mid-size legacy cities and also draw on their unique opportunities—such as a lack of market pressures that allows leaders more time to get plans right.

The Pennsylvania Neighborhood Assistance Program (NAP) provides tax credits in return for financial contributions that support programming and projects serving low-income residents or distressed neighborhoods. The NAP helps aggregate corporate contributions and donations to incentivize revitalization in the state’s previously disinvested communities.

Last week Greater Ohio Policy Center, in partnership with the Lincoln Institute of Land Policy, published our latest report, “Revitalizing America’s Smaller Legacy Cities: Strategies for Postindustrial Success from Gary to Lowell”. In the report, GOPC’s Torey Hollingsworth and Alison Goebel examine the trajectories of 24 smaller legacy cities across 7 states from 2000 to 2015 and identify strategies that are contributing to progress in these small to mid-sized legacy cities.
