GOPC, Lincoln Institute Release New Report on Equitable Development in Smaller Legacy Cities
The report outline seven strategies, illustrated with a diverse set of case studies, that can lay the groundwork for a city’s equitable development agenda. Strategies are tailored to the unique challenges of these small to mid-size legacy cities and also draw on their unique opportunities—such as a lack of market pressures that allows leaders more time to get plans right.
GOPC, Lincoln Institute to host 4-Part Webinar Series on Neighborhood Stability
The Covid-19 crisis removed an already thin veil obscuring the slim line between housing security and insecurity for many Americans. This dynamic is particularly true for many extremely cost-burdened residents of America’s legacy cities. Rising unemployment, low-wage jobs, and limited new employment opportunities mean that residents who were formerly “just getting by” are now at risk of losing their housing.

The initiative’s digital home features case studies of successful policies and programs that can serve as national models for inclusive and sustainable revitalization; a searchable map charting nearly 100 legacy cities and their pathways of regrowth; and a comprehensive list of resources exploring the unique challenges and opportunities that legacy cities face.

The Pennsylvania Neighborhood Assistance Program Uses State Incentives to Drive Neighborhood Investment
The Pennsylvania Neighborhood Assistance Program (NAP) provides tax credits in return for financial contributions that support programming and projects serving low-income residents or distressed neighborhoods. The NAP helps aggregate corporate contributions and donations to incentivize revitalization in the state’s previously disinvested communities.
GOPC Tours Worcester, MA
Earlier this month, I had the honor of joining the Lincoln Institute of Land Policy’s board and senior staff on a day trip to Worcester. LILP has been a long-time partner of GOPC’s and most recently published Regenerating America’s Smaller Legacy Cities, a policy focus report written by Torey Hollingsworth and myself.

Last week Greater Ohio Policy Center, in partnership with the Lincoln Institute of Land Policy, published our latest report, “Revitalizing America’s Smaller Legacy Cities: Strategies for Postindustrial Success from Gary to Lowell”. In the report, GOPC’s Torey Hollingsworth and Alison Goebel examine the trajectories of 24 smaller legacy cities across 7 states from 2000 to 2015 and identify strategies that are contributing to progress in these small to mid-sized legacy cities.
